ST. LOUIS -- Carlos Silva was diagnosed with tendinitis in his right elbow and will rejoin the team in St. Louis on Tuesday. But the Cubs have not decided when, or if, to put him back in the rotation. After a heart scare on Aug. 1 and now the elbow strain, why not just shut Silva down for the final three weeks?
